"Shinsei Gardens Brings Beauty and Affordable Homes to Base Reuse Land in Alameda"

October 22, 2009 – Berkeley, Calif. – On October 27, 2009 from 4:30-6:00pm, Resources for Community Development (RCD) celebrates the grand opening of Shinsei Gardens, a stunning new 39-unit affordable residential development in the Bayport neighborhood of Alameda. Built on a 2.5-acre site, Shinsei Gardens is an inspirationally designed services-enriched community that serves the needs of low-income families and people with special needs in a beautifully designed and landscaped affordable housing development.

Shinsei Gardens Apartments was developed as part of the city's plan to convert and develop the former Alameda Naval Air Station (NAS) and Fleet and Industrial Supply Center (FISC) into a new and thriving residential community. The city selected RCD to develop and construct two affordable housing developments, Shinsei Gardens and The Breakers at Bayport (completed in 2006), and Catellus Development to master develop Bayport Homes, the large for-sale single family home division. Shinsei Gardens together with The Breakers at Bayport Apartments and Townhouses contributes 102 units of affordable housing to the city of Alameda.

In addition to providing affordable housing to the city of Alameda, Shinsei Gardens Apartments is GreenPoint Rated and also expects to earn a LEED Platinum Certification (a national standard of excellence in green building) in the multifamily residential category.

Green building features at Shinsei Gardens include photovoltaic systems for common area electrical loads; Energy Star appliances and lighting fixtures; radiant hydronic heating systems; over 90% construction waste diverted from landfills; recycled aggregate base rock; 50% fly-ash in concrete; sustainable flooring and recycled content carpet, linoleum and cork; formaldehyde free insulation; low or no-VOC paints and adhesives; 48 hour building flush outs prior to occupancy; drought tolerant landscaping; efficient irrigation and on-site storm water management; universally designed features throughout the development; education signage and green maintenance manuals for tenants and maintenance staff; overall energy performance exceeds Title 24 by over 25%.

Resident services at Shinsei Gardens will be provided by Operation Dignity and will include health, community building and information referrals; computer lab classes and employment and jobs skills training. Other amenities include one large courtyard with children’s play equipment, passive open space, outdoor bar-b-q and seating area; computer learning center; beautiful multipurpose community room; two laundry rooms; secure bicycle storage rooms.

Financing for Shinsei Gardens was provided by the City of Alameda, County of Alameda CalHCD MHP, NEF, General Partner Equity, Citibank, Stop Waste.org, the Home Depot Foundation and Bay Friendly Landscaping.
