The Arbors is a preservation project, acquired by RCD to prevent it from converting to market rate housing and displacing many families and elderly individuals who have been living at the property for a number of years.

The interior rehabilitation includes the replacement of interior finishes such as flooring, cabinets, and countertops; the replacement or installation of energy efficient appliances and low-flow fixtures in the kitchen and bathroom; and the replacement of all windows and blinds. All units will also benefit from upgraded exterior porch lighting and a new laundry amenity. Further accessible modifications will be made to four units by altering the bathroom and kitchen layouts and installing accessible ramps, patios, and grab bars.

The new one-story community building provides a computer lab, new offices for on-site property management and services staff, a small kitchen, meeting space for residents, and an outdoor courtyard.  Located in the north end of the center parking lot, the exterior materials will be a combination of glass and vertical metal solar fins with a sliding glass front to take advantage of passive solar heating, natural ventilation, and daylighting, which increase its overall energy efficiency.

The rehabilitation incorporates neighborhood safety measures such as removing a portion of the interior fencing to improve visibility; improving site lighting; and installing benches along pathways and in courtyards to activate existing spaces and provide opportunities for community interactions. Parking areas will be modified to add handicapped accessible curb-cuts and repair of walkways to address cracked and uneven pavement.

The total development cost is approximately $11.6 million with hard costs totaling approximately $4.1 million.  Financing is provided by the City of Richmond Redevelopment Agency HOME, CDBG, and 2007B Bond funds; 9% tax credit investment by Union Bank, and permanent and AHP funding by Citi.
