Key Staff

Dan Sawislak - Executive Director
Dan Sawislak has been the Executive Director of Resources for Community Development (RCD) since October 1998. He has worked with RCD since 1993 in a variety of capacities including Project Manager and Housing Development Director.   Dan has 20 years of experience in the community development sector including 14 years as a developer of affordable and supportive housing. He has also worked as an economic development planner and a community organizer in Oakland and Chicago. Dan holds a Masters degree in City and Regional Planning from the University of California, Berkeley.

Linda Mackey - Deputy Director
Linda Webster Mackey joined Resources for Community Development in 2002 as Director of Operations. She came to RCD after 12 years with Bank of America where she served as a Vice President in the capital markets and commercial leasing groups. She also worked in the affordable housing group at BofA’s Community Development Bank where she saw the positive results of public/private financing partnerships to create housing for the neediest in our communities.   Linda has a Bachelor’s degree from Occidental College in Los Angeles.

Lisa Motoyama - Director of Housing Development
Lisa Motoyama joined the staff of RCD in 1998, where she has worked as both project manager and senior project manager. Lisa has long had a passion for affordable housing having experienced first hand the challenges facing working families, especially minority working families, in securing safe and affordable housing.  Lisa’s prior work experience includes housing development in the affordable and for-profit sectors. She earned her Bachelor’s degree from UCLA and her Master’s Degree in City and Regional Planning, with an emphasis in affordable housing development, from University of California, Berkeley.

Peter K. Poon - Director of Finance
Peter Poon joined RCD in March 2003 after retiring from a 25-year career at Bank of America.  He oversees finance and asset management, budgeting and planning.   While at BofA he served as managing director for U.S. loan syndications, short-term loans sales & trading and external marketing for investment banking.   A native of Hong Kong, Peter graduated Phi Beta Kappa and Summa Cum Laude from Yale University with a joint BS degree in Mathematics and Engineering & Applied Sciences. He also received a Master degree in Management from the Sloan School of Management at MIT.

Kate McKean - Controller
Kate McKean joined RCD in 1988 and has over 25 years of experience in accounting for non-profits. Kate holds a wealth of knowledge about the history of RCD and its portfolio of housing developments.  She is proud of RCD's high standards of accuracy and integrity in accounting, as confirmed by our auditors each year.  Kate received her education from Oberlin College and the University of Vienna. 

Eric Knecht – Director of Asset Management
Eric Knecht joined RCD in July 2007.  He brings to RCD extensive experience in asset management in affordable housing.   Prior to RCD, Eric served as Asset Manager for Mission Housing Development Corporation where he had oversight and management responsibilities for a 32-development portfolio comprised of over 1200 affordable housing units.   In addition Eric has worked with underserved communities in the healthcare field and has served as an interpreter and cultural liaison (Spanish). Eric holds Bachelors degrees in Economics and International Development Studies from the University of California, Los Angeles.

Chris Hess - Director of Resident Services
Chris Hess joined RCD in September of 2003, specializing in RCD’s single-room occupancy hotels and other special needs housing, before becoming Director of Resident Services in August 2005.  Prior to joining RCD, Chris was with the California Community Economic Development Association as an organizer for asset-building policies for low-income families, worked with Easy Does It Disability Assistance serving people with severe physical disabilities, served as an AmeriCorps member in Santa Fe, New Mexico and as a veterans’ benefits caseworker for Congressman Dennis Moore’s office (D-KS).  Chris has a Bachelor of Social Welfare degree from the University of Kansas. 

Liz Eckstein - Director of Fund Development
Liz Eckstein joined RCD in June 2007.  She brings over 20 years of fund development and marketing experience to RCD.  Prior to RCD, Liz worked as grant writer and fundraiser with the Monument Crisis Center (a non-profit providing food and assistance to very low-income clients) and as Development Director for Las Trampas, Inc. (a non-profit serving adults with severe developmental challenges), both in Contra Costa County.   She has also worked as an independent Development Consultant to non-profit organizations in the areas of strategic fundraising planning, individual donor solicitations, marketing and communications and event coordination.  Liz has a Bachelor’s degree from the University of California, Berkeley.
